I looked on capcom-unity.com on the "upport" page and there's an FAQ applet, and if you search for "flash" you see a question about fan games, and the answer is that they're not allowed! You better get this cleared up fast! Maybe if you show them the fan game and how hard you worked on it you could get an exception!

MMEII isn't a flash game, nor is the first one. It is kind of interesting they say "Flash" specifically, when most fan games I am aware of are not flash projects. Correct, it is a fan game. All fan games are things normally not permitted as the site states, we (fan game makers) are using some intellectual property that doesn't belong to us. It is a risk all fan game makers take (it is a hobby, not a job; I am against fan game makers doing it like a job and accepting money to work on them), I warn people of this all the time. This is why we must hold those that cross the line of "fun hobby" to "profiteering off of things they don't own" accountable. You let too many bad apples float, it ruins it for everybody else if you want to publicly share your fan projects. I've made a video about this previously. Capcom has gone after fan games that have profiteered before (Rockmen R is one of the very few examples of this), but keep in mind I've pointed out to Capcom Unity projects profiteering at one point or the other and have seemed to do little about it.

I'm not aware of Capcom "making exceptions" for fan games, nor a facility to do this without basically forfeiting my fan project for cease and desist. If Capcom acts and acknowledges a project, it is always an opportunity for the project to be given a cease and desist. Capcom tends to ignore these projects. MMxSF is often cited incorrectly as it was indeed a fan project at one point but was completed under an internship with Capcom, making it not really an actual fan game.
Obviously I've invested many many hours (years) into my hobby projects, and Capcom has yet to act on MME nor MMEII, and I am fine with that. I try my best to be principled with my approach, and am very open to criticizing fan projects that do cross that line. I hope this helps, have a beautiful day!
