Well, I can't really compare with cons at other countries because I've never been to a con outside Germany, so I can just give you some personal experience.
We got two really big conventions in Germany, AnimagiC and Connichi, but I like Connichi the best.

Like the smaller cons all over Germany, it's much about meeting friends and having fun in cosplay. People in "normal" clothes are nowadays the minority, but you don't have to wear a cosplay to make new friends.
But most of the German cons are in German only and not (yet) laid out for international visitors. Anyways there are visitors from around the world.

i did hear about german cons having lots of cosplayers, more than non-cosplay ppl. unlike most cons i went to, thats y i find the idea of going to a convention there really exciting.
not to mention, there are lots of really good cosplayers from Germany so would be really great to see all the great cosplayers there.
too bad though that everything's in German. but ah well, should manage i suppose
