In theory, Cell and Hotaru would have grown up together, just waiting until their fathers gave the okay before fusing.

It'd be a silly AU. Especially since 18 and Hotaru are the only absorbees to not come back out. Cell wouldn't even go after 17, instead treat him like a brother.

Again; getting up will be an issue, but not a big one. I can have Konan 'sink' slowly as I adjust the sliders slowly for the tail. Then once she's in over her head nomnomnom.
