Oh, I remembered what the best actual color balance filter was, but I don't know if Elements has it or not. Does it have a "Selective Color" or "Channel Mixer" filter in the Adjustments section? Either of those will do the trick. Other than that, I think it's just a matter of subtle uses of Levels and Hue/Saturation.

Do you mean to balance out light and dark values, or to modify the colors you already have? Play around in the "Adjustment" section of the Filters. I don't remember exactly what it all has, but I know it at least has Hue/Saturation, and Levels. Hue/Saturation is how you would change the colors. Levels is the best way to change the brightness and contrast of the entire image. Does any of that match what you're looking for?
