Well, I wouldn't say they are insanely overpowered. The world is pretty much in a demonic equivalent of a zombie apocalypse. So The Orginization experimented with Youma flesh, and spliced it into children, which are trained to be Claymores.
But some Claymores turn into "Abyssals" because their Yoki and bloodlust take over, turning them into monsters stronger and crueler than Youma.
So Claymores *have* to be strong *and* in control of their Yoki, otherwise...yeah.
