ok im just gonna c/p this as i already wrote this to jaxspider
Ok now for the lightning, (it was the easiest part) err, select the brush tool, size 3, color white, and make a line like i did around the text, some lines underneath (so you just skip a part so it will look like the line is going underneath it) etc. When ur satisfied with it, copy the layer, contract it with 1 pixel, inverse the selection and hit delete. Now blur the original layer (with the 3 pixel line) with an amount of 1 or 2.
Then select that layer (ctrl+click on the layer). Make a new layer, expand the selection with say 3 pixels, feather it by 2 pixels and do filter > render > clouds. Make sure u use the colors black and white. Now do 3 times different clouds. Now deselect, and press ctrl + u. Change it to a light blueish color (hit the colorize box btw).
Well if everything went ok-ish you should now have urself a nice lightning effect, got any q's left just note me or something
