Uhm... the 'villain'...? Who is the character you mean with that?
Because, depending on the route you choose, you have different endbosses, so...
And even with this, the term villain is always a bit loose when it comes to Undertale...
I mean, Chara and Flowey are often considered as 'evil', but actually it's really not that simple.

Oh my.... 
Thing is, you can't actally consider Gaster either a villian nor a hero, but of course you are free to think about him whatever you like. I mean that's the great and funny thing about Gaster. Every opinion is correct, because we know so little about him. XD
In fact, we know almost nothing about him. He's one of Undertales greatest mysteries and THAT's the reason why there are so many versions of him. Gaster is like a blank state: you basically do whatever you want with him to create a story around him. You can make him a demon or an angel, it both counts and is really a matter of perspective and preferences.
The only facts we know about him for sure is that... 1. he was Royal Scientist before Alphys... 2. He created the CORE and the DT-Extractor... 3. he was shattered across time and space after an experiment went horribly wrong.... 4. he has at least 3 followers... 5. he has some connection to Sans and Papyrus... and 6. he talks/ writes in WingDings (The font contains hand-symbols and Gaster is said to be 'the man who speaks in hands')
The rest of information is more head-canon and results from theories we fans came up with and created many great stories and comics with him.
Toby Fox, the creator of Undertale might never reveal the truth about Gaster to us and in a way it's also a good thing. It gives us tons of possiblities to create our own version and story of him.
Some people see him as an evil, mad scientist other as the loving father of Sans and Papyrus with only good intentions. Some people consider him dead, some alive, and some... well, something in between of both.
As for me, well, I have my own version of him and opinion. 
And I love this character a lot. He's my favorite in Undertale.
