maybe you are uploading the picture in the wrong format. the format works best as a PNG, JPEG or GIF

I've tried everything! And,almost I've copied a lot of the image and changed the formats,just then,I sketched the picture to make it bigger to 393 x 393,then I set the format to JPEG,and finally I can set the picture.Thanks for your help
