That's Isuzu Emi from Tenjou Tenge. It's a relatively new series and so far is available only in Japan. Emi doesn't show up until episode 7. Her special power is that she can manipulate her body fat to hide weapons inside herself, but if she's hurt bad enough she'll lose control and wind up about 300 pounds.

Nice series... a little slow maybe... but nice (and of course the end of episode 6 and the beggining of episode 7 is one of the best part)
But Isuzu's 1st appearance isn't the 7th episode... but more the 2nd or 3rd (or maybe 4th lol)
