I've never tried it myself, but the were-dogs from Operations HOUND and DOGHOUSE have some wolfish features to them, so you could use them as reference. Valerie's form in particular is very wolfy.

Alright, well, she is your character, so you can make her however you want to. I can only offer you critique based on how I'd personally write the character, really, so I'm not sure how useful that would be. But I'll try!

I think her visual design is good! It's simple but distinctive, you've restricted her to a small number of colours and unique details which works really well, so nice job on that.

For her personality, although she can be unpredictable, it makes sense considering her history and conditions. She's had a lot happen to her but she's still trying to be a kid at heart. You could define her personality a little more maybe, just in the sense that if I tried to write her I wouldn't be sure how to do it? Like if she's sometimes outgoing and sometimes shy, are there any particular triggers for that? Do certain things make her more outgoing and others make her more shy? 

As for her history, it's hard to say from what I've read about her. I know her parents were killed, she joined the KND with Chad as her mentor, and was framed for being over 13 when she wasn't, but that's about it. I think you could add some more to her history, like, she's in Sector E in England right? You could add something about how that happened and what her first impressions of them were compared to now. Who does she live with if her parents are dead? Is there a particular reason she gets treated like an outcast, was there an event that made people think she was different? Just stuff like that. ^^

Most of her other info is good and makes sense, I think, like her hobbies suit her personality well. You did mention that she's half colour-blind, can I ask how that works? I've never heard of that.
One thing I'd say is too much though is that she can play any instrument given, I don't think anyone in the world can do that You could say that she learns most instruments easily, though, as some people have a knack for it. ^^

So yeah, overall I think 1T is pretty good! I just think you can still develop her in places, and that'll happen naturally through drawing and RPing anyway. ^^
