Based on the colors, she isn't a Mary Sue. Most of the alicorn OCs I've seen are pink and rainbow, and a mix of another species. Oh, and have a dark backstory. Pink mane, pink coat, rainbow gradient eyes, rainbow gradient bat wings, rainbow gradient, poweful-than-Celestia-and-Luna's-magic-combined magic, dead parents and ten evil sisters that the OC defeated all at the same time by herself/himself with a double rainboom magic beam... I dunno
Based on the personality... I dunno XD I don't know your OCs personality, but I bet she's not a Mary Sue in personality either.

Okay, so I'm not an OC expert XD So I'll just give my opinion.
First of all, the magic power level is appropriate for an alicorn. She's not more powerful than the royal sisters in the show, so that's great.
The fact of being friends with the Mane 6 is considered OP so to speak, but Winter being an alicorn princess doesn't make it that bad. Also being super close with the princesses is considered OP, but oh well, again Winter's an alicorn too. And she has a reason to be friends with the princesses. And besides Twilight's super close to Celestia too, and nobody's hating on her >.<
But you know something? She has enough flaws and I think she's a great OC.
And oh my gosh, she was born alicorn by some kind of genetic thing, what luck!
But it doesn't matter what other people say, as long as you like your OC, everything's fine
