Well, you'd start with a blank sprite sheet. [link] You can get one there if you scroll down and save the blank set. It's like little naked dude in a three by four grid. Then you'd use pixel art skills to draw over the blank dude until it's character. That site also has some premade things, but I don't normally use those, as they are a bit limited and the site doesn't always like working.
