Photoshop costs about $200 if not more.

Search for Paint Tool SAI on google and download that.

No, you do have to buy Photoshop. However there is this program called Paint Tool Sai. It's a Japanese based program but has an English version. it works almost exactly like Photoshop and there should be a free download of it somewhere on the net. I'm also sure you can find quite a few tutorials for that program as well.
