Not the notice. In the Rules blog, it has a section that you have to fill out when you click the 'join us' button. There are some secret words that you have to find which shows that you've read and understood the rules

Chrispy, there are some added new rules for Joining PKMNC. You need to read them, because some of it applies to you.
eg, you need to have at least five coloured pictures in your gallery. (You have only three!)

I don't think so. They have to know that you are able to do coloured pictures so that you can do art for the group... Something along those lines. Go check the rules!
