Well, Commander Beison is the Commander of the "Green Jackets" in this whole "WAR" that's going on. The "Green Jackets" are what is to be described as the army that is trying to do good, trying to help people and end the war as soon as they can so that innocent people are not hurt. I would describe Commander Beison as being a "Wise Old British Man".

But, Commander Leim is the complete opposite. He is the Commander over the "Yellow Jackets" army and he is young, mean, nasty, and is sort of the reason why the war started in the first place. When he became the Commander over the army, he felt like he suddenly had so much power, and took that sudden power for granted and used his army and weapons to selfishly attack his small home-town of 'La Luna'. He did this because he had bad memories from his childhood in the town and basically wanted it dead and gone because of his own selfish purposes.

My family lost power Monday night and got it back Thursday night. It was a ride, but I was the only one not freaking out.

That's better than it could have been. Where I live, water becomes an issue because I'm too high up for adequate water pressure without electricity. Oh well. At least I live miles away from rivers and oceans, even though Long Island in its entirety is surrounded by them (East River, Atlantic Ocean, Newtown Creek, etc.). I take it that you do, as well?

Yeah, I do. But there wasn't any flooding near where I live. It kinda missed us and flooded more south and north of where I am.

I saw on the news that my old neighborhood in Staten Island was destroyed. My old neighbor lost everything. It's sad.

Staten Island was, unfortunately, bound to be slammed and tossed like a salad because of its size and being, well, an island. I hope your old neighbor's stuff can be replaced as much as possible without much hassle.
Off-hand, the MTA managed to begin restoring subway service. There's still a long way to go, thanks to all the flooding and large power failure south of 34th Street.

No, your's is plausible, the anime makes absolutely no sense whatsoever. Like going back in time to do...something, that is ridiculousness at it's fullest, even for Parappa standards.

How about something more legitimate? Lammy and PaRappa are performing Fright Flight on the plane with Katy instead of Captain Fussenpepper (for whatever reason). Once the song is finished, the plane crashes into the ground, even though neither actually did anything to drop to BAD or AWFUL. Lammy gets a bit OOC and berates PaRappa for what happened, causing him to become defensive. They try it again, but Lammy screws up the first six lines, causing the plane to crash. PaRappa then says "You were saying?", only earning a long pause and an eventual "Shut up" from her.
