I'm sure he can, I mean, hell Amazon Lilly was a good example of that. But admittedly every intentionally attractive woman before and after has the exact same, ridiculously proportioned hourglass figure, or have an exact copy of Nami's face, or now with Violet, Robin's face. I know Oda's art-style isn't supposed to be realistic, but just because you have a certain style does not give the excuse to draw the same body, over and over again. Seriously, name five attractive women in One Piece who DON'T have any similarities to those two pirate girls. :/
Not trying to sound bitchy, but, is a beautiful thick girl in One Piece too much to ask? Or do they literally just live with Boa Hancock and nowhere else?

I never said they're not beautiful in their own way. But that's exactly my problem. Everywhere else BUT Amazon Lily is populated with nothing Nami or Robin clones when it comes to attractive women. Old people, and purposefully ugly people are fine, but when it comes to girls who are supposed to be even vaguely good-looking, 90% of the time they look like Nami. :/ Hell, Rebecca and Scarlet are practically the same person. And I know that Scarlet is the mother so there's a family resemblance, but that's not how children work. You don't get carbon copies of the parent when they grow-up, it's a mix of both. The only real differences between the two are their fashion sense, and that Rebecca is a character with depth, while Scarlet is simply the: 'Oh-I'm-Such-A-Nice-Caring-Perfect-Person-Hope-I-Don't-Get-Muuuuurdeeeered ;D' character. Which sucks because I KNOW Oda can do better then this.
One Piece is still one of only two mangas that I actually cried from the tragedy. First being Brook's flashback, and the second was from a manga called Karakuri Circus. Which I highly suggest checking out, good stuff.

Well, you say you never said that they're not, then you use terms such as 'purposefully ugly,' implying that any female who doesn't use this specific Nami/Robin base is, by definition, ugly, when the definition of beauty is actually something that varies from person to person.
Also, quite a few of the ladies who do share the body type do have some subtle difference in their facial structure, such as varying number of eyelashes, lip shape, and even Tashigi's nose is slightly more bulky than Nami's. Then there are the more noticeable differences, like those of Perona, Mozu, Kiwi, and Ms. Double Finger to name a few.
I'm not saying Oda couldn't do better, but the problem you're trying to point out to me is one that is persistent in all manga, so I find it baffling and a little infuriating to see people breathing down Oda's neck in particular for this when all Manga-ka share the blame. And at the very least, Oda's case can be more understandable considering the literal thousands of characters he's created for the last fifteen years. And even less than at least he hasn't had his female characters in a variety of awkward poses in every single panel of One Piece for the sole purpose of showing off as much T&A as possible, unlike the other %99.99999999999999999999999999999999999999999999999999999999999999999999999999999999999999999999999999 of all male comic artists working today.

It's true that they all share variations to face structure and so on. But notice that they all still share the exact same body shape. The overblown hourglass figure. Kaya had it, Koala had it, and especially Nami had it.Β I'm not saying it's a bad thing. Again, I don't hate Oda. I just think there are simply mangakas that are better then him. And the guy desperately needs to take a napΒ
every month or so. I'm ultimately trying to answer this question: "With the obvious exception of children, can you recall any female character in One Piece, being flat-chested?"
Or having any of them seem plain looking. Or thicker compared to others. Not obvious fat like Alvida. Just normal, rotund girls. Once again, we had examples of it in AmazonΒ
Lily, but seemingly nowhere else. As for T&A, you automatically lose that argument since after the timeskip Nami walks around with a variety of bikini tops. Hell, when she first met Usopp again for the first time in two years, she unintentionally buries his face in her cleavage. And I know there are artists out there who do worse, like Mashima that you and I both agree is hilariously bad,Β
but, it doesn't matter if you're putting her in a chainmail bikini ironically or there's a legitimate reason for it, because regardless, someone is bound to fap to it. 
And Nami's clothes in the recent movies haven't done anythingΒ to stop that either.Β
Let's talk about Scarlett. Because I really didn't think Scarlet was all that special. She only had been introduced in three parts of the arc, and all three of them were equally bland. First time, we see her taking care of Rebecca as a kid, and dying shortly after. All I got from her, possible queen/princess of the country and a good mom. Then we got to see her flashback with Kyros. My thoughts with that: 1st: "Ew, the guy met his wife when she was sixteen." and 2nd: "Wow, that was rushed." In the span of a few panels she goes from hating Kyros to loving him by the turn of the page. Yes I know it was because he saved her from being kidnapped. But that kind of bullshit is WAY too cliche for Oda. "I'll marry you because you did your damn job." Which should of been in the end since, again, Kyros was almost a DECADE older then her. Which is the exact same reason why all of the LuffyXBoa ships made me very uncomfortable.

There are no better manga-ka than Oda, as there are none who share his devotion, skill and work ethic which overshadow any gripes people may have with his work. And the reason you don't see 'normal' or 'plain' looking women (not even in Amazon Lily) in One Piece is the same reason you don't see any male characters without giant torsos and tiny legs, overly muscular or.... Usopp. It's because Oda incorporates a more cartoony style into his work.
It also seems that you missed the entire point of my 'T&A argument' which was, despite whatever skimpy outfits the girls in OP wore, at the VERY least, he didn't have them in awkward poses, such as the overused twisting of the torso 90 degrees to show off both rack and buttocks, nor did he show 'the goods' off from multiple angles in every single panel (again, unlike Mashima). In fact, the outfits the women wear in One Piece are almost tame compared to most female outfits in comic books in general. And if you think 'regardless, someone is bound to fap to it.' is a valid argument, then welcome to the freaking internet, where there is not a thing in existence that cannot be fapped to, apparently.
Also, thisΒ "Ew, the guy met his wife when she was sixteen." argument of yours fails on two levels. First, the age of consent in Japan, One Piece's country of origin, is thirteen. So for it's Japanese creator, who I remind you is from Japan, it's not exactly outside the norm despite our apparent discomfort. Second, there's no clear indication of how much time had passed between when Kyros first met Scarlet and the time they actually fell in love, so for all we know, she could have been eighteen or even in her twenties when they got hitched and had their daughter.
Plus, you are oversimplifying their whole relationship with glib arguments like "I'll marry you because you did your damn job.", because if you looked at the panels carefully, Scarlet simply performed acts of kindness for him in thanks for saving her life (regardless of duty) and went on to form their relationship gradually after that. Just because it was shown in the span of two pages doesn't mean it happened instantly. And so freaking what if Kyros was almost a decade older. I know plenty of people in such relationships who are happy to be together in spite of the difference in their age, and if you have a problem with that, go play in traffic.
