If someone is going to have their art on a site like deviantart, they better be willing to deal with criticism. If they come out and tell me they're disabled then I'll back off and not let things of theirs get posted. Not because they're disabled though, but because that's what I do with others. So long as I know it's them. Bases are not amazing. My art may not be perfect, but it sure as hell is better than a shitty base job. At least I put in some thought. Hell, I've even hosted my own art on the blog before.
If you actually follow my rules, I'll be more than happy to take your art off the blog, no problem. Even though you're 12 and shouldn't be on here in the first place.

For one, I have made an oc.
For two, I actually posted it on my own blog, pointing out my flaws. I don't care if people don't like my stuff, and I don't care if they post it on tumblr.
For three, I don't just say "oh that looks like shit it was made by a 1 year old." Usually, in a sarcastic manner, I will say what exactly is wrong about the OC. So, as you can see, all the points you've brought up are moot.
Also, I don't care if you, someone I don't know nor do I care about knowing, is "disaponted" in me.
And finally, if your friend has a problem with me and wishes for their art to be taken down, it's quite easy to talk with me, as you've demonstrated splendidly. They simply need to read the rules on my tumblr (it's right in the big text at the top of the tumblr page) in order to get that taken care of. I have already explained that to them, so all that needs to be done is to read the rules and I'll gladly remove their picture.
