FACE:

well for the face you should be able to trace parts of the face on top of the sketch.
you should also use references like pictures from other anime,
pick out styles of drawn character faces like 

-Natsu Dragoneel
-Luffy D. Monkey
-Naruto
-Cloud Strife
-Kaneki

also styles on eyes, mouth, hair, nose, etc.
doing so will help you practice,
the more you get use to drawing, the better.

Try drawing existing anime characters first,
learn how to draw exactly like how they appear.
once you get the hang of it, you could start drawing OCs of your own.

COLOR:

as for color, it's really difficult

Try blending and/or shading colors together,
remember where the light is hitting on the character.
