I believe all you have to do is make sure you have the most recent update of SAI.
My computer might be odd that it doesn't translate all the text, so if yours does it, it might say something else.
I also might have to update this tutorial...

But look through the drop-down menu underneath "Density" in the Brush settings. It's the 5th option for me. Experiment on the canvas by briefly clicking the brush to get a cluster of scattered dots. That's the brush I use. And then use low pressure and different colors to simulate hair.
