Not a secret - Get a REALLY good (Detailed and precise) Makeup Artist, let her have some fun on some great lips. Shoot it clean and sharp (High number f-stop, lots of light, sharp focus).
The processing is primarily color adjustments to the skin (Not lips) to add the tint. The lips are almost untouched (One "spot/blob" I removed). That's about it.
