It depends really. Sometimes I draw on paper and scan it into the computer, then finish it on Photoshop, but sometimes I draw totally in Photoshop! LOL.
I have a tablet, which helps me with Photoshop art a lot. What I tend to do when drawing from scratch in PS, is draw stick people, just to get the poses, then build up the character around that, using layers!

I don't know whether that made any sense... ^___^;;;
