Make a folder anywhere on your harddrive with the links you want to use in the toolbar, then right click on the taskbar, choose "toolbars ---> new toolbar" and select the directory with the links in it. Right click the taskbar again where the new icons are, deselect "show text".

Hope that makes sence.
