It's because they use this as a an excuse to sell more merchandise. That means more money for a recycled character, like Charlie with Billy (both model and personality wise in this case, except Charlie is the opposite extreme to Billy.)

Why do they keep introducing new characters? It can't possibly be economical for the NWR to have so many locomotives to carry out so few and menial tasks on such a small railway as they often do in the series. The Reverend W. Awdry wouldn't like it if he saw the show now. He thought it was going downhill since the third season.Β

As a kid, my favorites were the GWR ones, like ol' Ollie. He even has an episode in which the moral is simply "Don't F*** with Oliver!"

According to Sam Barlow, it was done because the merchandising needed to survive. Without the new characters, nobody would probably bother buying anything from the merchandises and it would probably come to a halt. Plus he also mentioned that some of the models at Shepperton had difficulties.

Why not just introduce more RWS characters who have not made it to the TV series just yet? They can sell more merchandise that way.

I'llΒ categorizeΒ unnecessaryΒ HiTΒ characters. What fun!
Annoying: Billy, Charlie, Bash, Dash, Ferdinand
Pointless: Flora, Porter, Dennis, Flynn, Winston
Uncreative: Hank (rip-off of Murdoch), Belle (practically a blue Arthur with water cannons lazily slapped on)
Just for the merchandising: Stafford, Stanley, Hiro, Neville, Molly, Scruff
Engines that actually have a purpose: Den, Dart, Victor, Whiff
Also, I think that Norman, Sidney, and Paxton replaced Dennis, Splatter and Dodge. They have the same basis! Why not just use them instead of making up some random new random CGI only characters?
I do love the s17 episodes so far. WhenΒ SharonΒ miller stopped writing, I rejoiced!
I don't have anything against Stafford, he's a nice character, though.

Bash, Dash, and Ferdinand are based on a set of logging locomotives and they work on logging railways.

Flora, can't say much about her.

Porter was bought in to help out at the docks.

Dennis, you have to understand his real life basis to understand why.

Flynn was bought in to help fight fires.

Winston is made for track inspection and transport.

Hank is an american engine and is different from Murdoch.

Belle and Arthur have different basises to be precise.
Stafford, he has potential.

Much of it was accurate however there is a few I'd disagree with. I'll start at the top Bash, Dash, Ferdinand - Who would they have put on an island meant for logging? I'm not sure if you new this but their basis was a set of logging locomotives. Stanley - He is supposed to be the boy next door compared to Thomas. I would say that Stanley is not just for the merchandising. Scruff - Now on Whiff's debut episode Emily was assigned to help this scruffy little engine because he was unable to move the cars all on his own. Thus he needed an engine to help him in the waste dump. Later on in the CGI series Thomas was assigned to help whiff furthering this point.Β
