Jupiter colonies would most likely come from mining He3 from Jupiter's upper atmosphere. It might go to Saturn or Uranus, though, depending on how technology goes, because It's really an EXTREME technical challenge, like, beyond words how hard it would be to mine Jupiter's upper atmosphere, most likely impossible, next is Saturn, maybe impossible, and finally Uranus, your last hope for mining He3.
(Well, impossible for that level of technology. I could get into the detail of why, if you're interested...)

Oh, I forgot to mention, He3 isn't found on Earth, and it's GREAT fusion fuel, far better than other forms of hydrogen you can get anywhere else. He3 offers an extremely energetic reaction. Though it's hard to start, so only for really futuristic reactors that even CAN use it.
(And no, you can't change out fuels. reactors will be built around their fuel. He3 reactors must have He3, Deuterium (2hydrogen, hydrogen with an extra neutron) reactors must use deuterium. )
