It's the same matter with windrop compared to eggdrop.. it might work, but it's not running at 100%
What I'm talking about is that you should consider two things:
1 - you rewrite this tutorial so you have two installation guides (linux & windows)
2 - you change it to linux online
I don't want to bitch or something but running apache on windows is kinda stupid I think.. get a linux box to serve your pages
