I don't think Charizard appeared in DP, he only appeared in the Battle Frontier bit of Hoenn Saga (set in Kanto)

'Liza' from Jhoto. She's the girl who runs the Charicific Valley. She's the one who trained Charizard to 'listen' as well as DragonBreath, Overheat and Steel Wing.
