This is Edward's Ghost Engine who only appeared once in Thomas & Friends: Season 6 episode 12, Scardy Engines. He's made out of my old broken Bachmann Donald, painted with White spray paint and some Clay Powder and edit his face into anger. I even added the blood on his face to make him look creepier than in the episode. Happy Halloween.
