So, they are saying that Duke had a number when he was on the Mid Sodor Railway, and he was their number 1. Then, when he came to the Skarloey Railway, they gave him the number 8. If that's the case, then how come they already gave it to him before Ivo Hugh's arrival? Anyways, on the top, he has his SKR number, and on the bottom, he has his MSR number.
