Henley is a scientist at the IRDI Institute where he is known as the "Father of Androids" which can be concluded that he is the creator of the androids he made such as Sclera, Retina, Iris etc. he can be said to be a very smart and diligent man in creating new things including all of his innovative results, namely an android that they can use as a synthetic scientist to help them can even be used as one of their personal soldiers including providing army assistance to SATOU.
