General Penelope or who can be called by her first name, namely Penny or Pen is the leader of an order of wolves called Wolf Allegiance Bonds or abbreviated as WAB, a special order of cooperation between three countries of Elsia, Schenia and Stovia and she's the commanding officer of the Allegiance Army Agency or The A3 Agency and even the connector between to the military and government including to the CBO itself. Penny can be said to be a wolf girl whose nature is a bit indifferent, quiets and likes to classify people below her who are in the highest class but she still cares about the people that she cares about and loves, be it friends, relatives and family and even thoughs he was an overworked woman for the government and also for the defense of every allied country.

just like her close friend, Eilie, where she was once a victim of the war between the Nabanians and the UNION where she had to feel the bitterness of being colonized by people outside of their civilization and also had to endure a lot of pain and suffering that she had experienced since UNION occupied their home planet. even so and since she learned that all countries had carried out rebellion movements against the UNION, she also began to intervene by carrying out a revolts and strikes against all the UNION bosses including stealing and annexing all of their technology that to be used as their weapons and also adding magic and the power of every Wolf People so that they can be used by them to attack the UNION where they used to be attached with a special gear to prevent their magic power from coming out of their body and carrying out rebellions.
