In a way, she partially belongs to because I'm letting Phoe "borrow" her for her Nightmarket-esque story.

Blue is a chess piece and belongs to someone who plays deadly games of living chess with real people. These games are popular among the powerful figures of the Market. She started out as a Pawn but was recently elevated to Knight. Chess pieces fight each other for dominance, and fatalities are not uncommon.

When Blue first fell Below, she quickly realized she was in a lot of trouble. She has some very useful clairvoyant powers- unlike Diego, who sees the future, Blue says she "sees the present." She can see what's happening now, and she can see things like power and connections between people. To keep herself safe, to make herself untouchable, she sold her name to one of the aforementioned powerful figures of the Market. He owns her, for all intents and purposes, but it gives her a comparative amount of security. There are plenty of obvious downsides, though.

Why does Blue have white hair? Because the passage Below demands payment, and from her it demanded color, in this case the color of her hair and much of her skin. If it had taken any longer, her eyes would have lost their color as well.
