in the top left corner it says " Hair: 1 2 3 4 5 6 7 8 9 10 11 12 " the numbers are the types of hairstyles

Yeah you can, just change the hair length using the numbers across the top, and you can get to the skirts after the trousers. This uniform is not flattering to a figure, so she won't have obvious boobs.
