2nd row: Caesar's Legion, New Vegas (under House), Texas Commonwealth, Enclave
both rows, furthest right: Yes-man (with some funky proportions, but i'd be lying if i said pixel art doesn't make everything cuter)
ofc i know next to nothing in terms of lore (beyond the explicit plot and settings of the games), so most of these flags are non-canon and i'm pretty sure Texas itself isn't that canon at all
