Where it began for her, where light is her only protection against the darkness, when she's the only one to remember what happen to Thomas Zane and Barbara Jagger. So her vigil over Bright Falls is set in motion as she'll wait as long as necessary for someone to do what Zane didn't do.
As for the artwork, it is a colorful look back to the past of the Lady of the Light.
