The reason why Raspberry Cookie has been given this wand and book is because Caramel Arrow Cookie was overwhelmed by the responsibilities of the wand, and she doesn't feel like doing any more wand spells. The only other cookie who can use it is Raspberry Cookie, and that's what she did after the Triple Cone Cup. Raspberry Cookie however, isn't keen on writing personal thoughts on the book.
