Now letme start by saying that I LOVE the upper half of the painting. It really shows that you have put a lot of effort in the face and hair, they look fantastic. I love the half-cartoony, half-realistic style and the skin tones you have picked really make him look alive.
For me there are two major points in the painting that could be improved. The first one is the composition. The face seems to be your focal point, since it has the highest level of detail and is the brightest part. However, it's almost at the end of the painting, the top is even cropped out. I'm sure you know the same old song, rule of thirds and whatnot, and I think in this case it can really help improve the composition. Maybe try a different crop, adding some more to the top or changing the angle. It doesn't have to be a huge time-consuming change but I really think it takes away from the impact.
The second point is about the lower half of the painting. Now my personal preference is firmly against the use of chromatic aberration that has become so popular lately, but even if we put that aside, the blurriness and lack of detail in the lower half just makes it look lazy or as if you didn't know how to make it look as good as the face and just gave up. It is completely normal for parts that are not the focal point to have less detail but I think it would look so much better if the rest was just sharper. Hands can be hard to draw and it looks to me that you struggled with them but in my experience when you put in the effort to make them look good, they instantly elevate the whole drawing. When I see someone who took the time and effort to perfect their hands, I instantly think, Man this dude can draw!. You can look up references or pose in front of the mirror to see how they would look in your particular setting. It's very much worth it to show and emphasize them than to hide them.
