Built in 1969, the DF14-00 series was the second series of locomotives built for the California Pacific that had the capability of having rotary attachments. The DF14s were built as end cab locomotives, with only a single platform at the long hood end due to the drive and mount system required for the rotary attachment. During the off-season, these were regularly seen working as roadswitchers. When CalTrans took over a majority of the rail maintenance operations in 1974, a majority of the DF14s were transferred into their ownership.
