Monarch used the magical charm Ladybug gave to him as Gabe during Illusion, and the cataclysm dust he got duing Destruction, creates an imprint of quantum access to transfer all the powers of the miraculous at once into the allaince rings.

So... Monarch can take off his glove. I guess that means... Only the miraculous holders when they're trasnformed, only they can take off parts of their costume. Back in Season 1, Lady Wi-Fi tried to take off Ladybug's mask, but she couldn't.
