There's GIMP, which is free, and SAI which costs money ^^ I prefer using SAI, since it has a simpler interface. However, I found that both art programs are semi-difficult without a drawing tablet, so it is wise to invest money in one if you don't already own one.

^^ I like looking up tutorials on dA when I'm not sure on something, I can usually find out how to do something with a good 20 minutes of searching. Tablets take practice, I'm not very good at using mine either xD I like sticking to traditional media. x3
