The ex-Queen of monsters turned exile turned caretaker of the ruins turned Snowblind. Records state that she was the first one to turn Snowblind, targeted by the curse due to her fire magic. After the curse was discovered, Toriel tried to care for as many of her citizens as she could. But as the curse took hold of her, spreading throughout her very soul… she couldn’t let them out. But they’d be trapped with her if she didn’t. This train of thought in-fighting continued until one day, a human fell. The last human Asgore would need to free monsterkind… She opened the door.
And all hell broke loose.
Shortly after opening the door, Toriel chained herself by her foot in her own room, feeling the curse take over.
But chains cannot hold forever, especially not when weakened by the cold. She would end up escaping her own cage. She now roams the main underground, waiting for a day when the curse will finally kill her…
But it won’t. Because of her nature as a boss monster… she’s immortal.

She still seems to have some sapience left, but buried deep within her mind, locked in by who knows what… be it herself, or the curse.
Her fire magic no longer works, leaving her defenseless… is what one would think, except now feral, she doesn’t need magic to attack.
One of her toes is missing due to frostbite
