Despite controlling Genie, Kaa knew he could not fully access his powers until he became master of the lamp. Below deck, Kaa rubbed the lamp, and the hypnotized Genie offered him three wishes.

“I wish my hypnosisss be made permanent on all thossse I have gathered ssso far,” Kaa commanded. Genie’s arms rose and pointed at the collection of zonked hunks. In a flash of light, Kaa’s wish was granted, and Kaa knew that any further rescue attempts would most certainly fail.
