Kallian Tabris and Bann Teagan.
For the dress I thought about a ingame city elf costume Kallian carried with herself for social situations, among few other personal possessions travel and war allow her to have.
She starts out poor as heck and carefully dyes and sews ornaments into it.
So it is an elven dress, but dyed blue and with the grey warden pattern sewn onto it - much like her, elf imprinted by darkspawn blood.
