No, not the same personality. Well.....not until AFTER Tails and Cream recover Gemerl's remains after the fight between Perfect Gemerl and Super Sonic/Eggman.

But SEGA does hint at them being the same character. Both Emerl and Gemerl were recovered on a beach, tinkered with by Tails, and bonded closely with Cream. (In Emerl's case, he didn't truly start bonding with Cream until they were kidnapped by Eggman in Cream's episode in Sonic Battle.)
