But it's not even her photo. I'm trying to understand how this is any way a photomanipulation. It's just color correction filters and lighting adjustments. Photographers do this to their own photos all the time.

Then what's to stop them from manipulating others photos? It may not be an original but she(I assume you're a girl?) did not claim the photo as her? own. Photography is an art, and all art has two sources, imagination, and recreation. Painters can draw something off the top of their minds, or look at something and re draw it as they see it, so can photographers. I think it's a beautiful recreational manipulation of stock photos =]

I took photomanipulation as an art that takes a photo and makes it into something unreal and unique. As long as you have a digital editing program then you can do this. It just seems like taking someone else's well cropped, adorable photo and adding some special colors while knowing that, just because it's a kitten, it will become popular.
