Before becoming the new agent venom, Simon had an incident that was causing him to die slowly. He stole she hulk’s powers and make a deal with the cosmic entity known as the one below all. The result of the deal was Simon becoming a hulk who’s mind wasn’t affected by the radiation, but still behave as savage as before and the birth of Rosie specter.

Powers:all of the hulk’s powers plus his previous ones.
Power ups: his strength as hulk depends on his strength before transforming with an increment caused by adrenaline emotions such as anger and fear.
Trivia: thanks to his venom powers, he can generate custom size clothes for him.
She hulk: Simon stole her ability to cross the green door, which means she cannot transform again. If she received another blood transfusion from hulk or gets hit with gamma rays or something, she won’t receive any powers and will be affected by radiation just like any normal person.
