some kind of ability that turns normal moves to electric-type moves. pretty sure there's one out there, just not in my head at the moment.

"ball" underneath touches ground - is a projection of light to give off the idea that regindust is touching the ground, however, they are levitating. projects holographic beams of light from its hands. said hands also produce images, as one would expect from the sci-fi era; regindust creates images and braille with these to communicate with others.

is found in an underground laboratory, with wires/chords connected to the "eyes" on its head, and arms outstretched being held in place. it is being used to power the laboratory; was found dormant and is still dormant, until you decide to shut the laboratory down.

the lab is responsible for the existence of several special pokemon and items.
