I had kept on putting it off, forgetting, and then rinse and repeat, and by the time I got to actually trying to get back to it, I had forgotten what was talked about, and just left it sitting there again.

Well...The ability is not the problem itself!
For a dragon in general the major problem is to control both lung sacks! The one for regulating oxygen and the other for breathing fire!
