ok ok ok soooo i have seen these in many anime manga and comic book so i no that there action lines but at what time would u use them are there some 4 majour action minor action or what nyah !!!! ?!?!?!?!

They are used to indicate sudden or violent moves and strong emotions like fear or anger. I could give you a more precise answer if I knew what did you mean by majour/minor action, but unfortunately I've never heard such a term. I would use these lines in drawing fights, races etc.
