One, England is mad because he is still America's older brother and wants him to be happy. I can also see him being the parental figure that disapproves every relationship America gets into. XD
And two, PRUSSIA Y UR FACE SO ADORABLE?!?! Ahem, anyway, I personally think Prussia wouldn't really mind, he'd only be curious as to how the two got together in the first place.
