Oh right, I've come across a few of them. Honestly, I think they might be closer, or at least have a more potential chance of getting their independence than us 'limited states'. They're islands that aren't connected or particularly to any mainland, so with no border disputes or crowding nations trying to swallow them up, they do have a better off chance. Not to say this is always the case, look at Spratly Islands...
